Air Force Corporate Standards

Protect or ensure the continued function and resilience of facilities critical to the execution of mission-essential functions in any operating environment or condition.

Comply with DoD and DAF criteria regarding energy and climate resilience, including critical infrastructure, while meeting UFC requirements for installation master planning, projects design and development, and project execution.

Understand resiliency definitions provided in US Code and DoD policy: resiliency, energy resilience, energy and climate resiliency, and military installation resilience (US Code Title 10, DoD Directive 4715.21, and Environmental Protection Agency Climate Adaptation).

Incorporate existing installation plans and reports, such as the Installation Climate Resiliency Plan (ICRP), the Installation Energy Plan (IEP) and the Resilient Energy Assessment Framework (REAF). Installations will define standards for energy resilience to include heating, cooling, water, gas, steam, and wastewater. When the IEP requires new facilities, ensure designs comply with AFCFS and IFS. Develop and include base-level standards and/or strategies in the applicable sections of the Installation Facilities Standards (IFS).

Recognize the missions and tenants that may be housed at an installation and reflect their interests when developing adaptation and resiliency strategies for infrastructure.

Where possible, locate and site DAF facilities to avoid and/or minimize the risks associated with severe weather and climate phenomenon, including flood hazard areas, following DoD and DAF criteria. When facilities are operationally required in areas of risk, develop designs that address these risks, maintain functionality, and protect personnel.

Design and maintain resilient infrastructure systems, networks, devices, and commodities that are critical for mission assurance.

Follow AFCFS and IFS and applicable UFCs for the design of critical infrastructure, such as roads and bridges, wastewater systems, and stormwater systems, while meeting sustainability requirements.

Provide high quality, sustainable and reliable power and water sources for essential missions and tasked critical mission assets. Develop infrastructure, sites and facilities to avoid, prepare for, minimize, adapt to, and rapidly recover from anticipated and unanticipated energy disruptions of energy and / or water that impact mission assurance.

Anticipate, prepare for, and adapt to utility disruptions and changing environmental conditions. Provide infrastructure, facilities and systems that recover rapidly from utility disruptions while ensuring the sustainment of mission-critical operations.

Relationship between Resilience and Sustainability

Fulfill requirements for resilience while preserving sustainability strategies, systems and features. Optimize the complementary economic, environmental and civic benefits of resilience and sustainability that reduce energy and water use and maintenance requirements and elevate levels of comfort and productivity for personnel.

Resolve conflicting aspects between resilience and sustainability whenever practical to satisfy mission assurance. Target a balance of economic, ecological and social considerations.
