IFS Overview

The Installation Facilities Standards (IFS) program is part of the Air Force Corporate Facilities Standards (AFCFS) program; and assists bases in implementing and maintaining facilities standards as appropriate for efficient operations within the respective climate region. IFS fully replaces, consolidates and simplifies existing facilities standards documents, such as the Architectural Compatibility Plan (ACP), Architectural Compatibility Guide (ACG), Facilities Excellence Plan (FEP), etc., and organizes information using the same structure, or Table of Contents, as the AFCFS website.

IFS reflects the AFCFS’ concepts of "Facility Hierarchy" and "Facility Quality." Please refer to these sections under AFCFS. Refer also to applicable references to concepts of “Sustainability” and “Resilience.”

All Air Force designs will conform to the standards specified in the Air Force Corporate Facilities Standards (AFCFS). AFCFS will also be used to formulate individual Installation Facilities Standards (IFS). Conformance to AFCFS and IFS is required by Air Force Instruction (AFI) 32-1023 and Air Force Memorandum. Please refer to the AFCFS for links to current policy and guidance. The Base Civil Engineer (BCE) will maintain this IFS as required under AFI 32-1023.

Refer to the Installation Development Plan (IDP) for facilities reuse opportunities and infill projects for infrastructure, sites and facilities.

Requests to deviate from any installation facilities standards, that are Unified Facilities Criteria (UFC) requirements, will follow the process outlined in the AFCFS for UFC waivers and exemptions.

Advanced Modeling Requirements:
For all Air Force projects requiring advanced modeling, to include 3D visualization, Building Information Modeling (BIM), facility data, quantity take-off, geospatial, etc., follow the Army standards. Refer to USACE Minimum Model Matrix (M3) and Project Execution Plan (PxP) which outline required model uses. Refer to CAD BIM Technology Center (Contract Requirements) for more information on M3 and PxP.

Design and construct High Performance and Sustainable Buildings (HPSB) that comply with all the federal HPSB requirements as detailed in UFC 1-200-02 for all Facility Groups following the Facilities Hierarchy guidance in the Overview of this AFCFS. Reduce the total cost of facility ownership through sustainable design features such as a building’s orientation, thermal envelope and shading devices. Address climate resiliency and local and regional contexts in building designs and features. Determine whether passive and natural design strategies and features are cost effectively incorporated before the active and mechanical systems are designed. Maintain occupant health, safety and wellness while satisfying mission and user requirements. Use products and materials that have a lesser or reduced effect on human health and the environment.

Joint Bases with the Air Force as the lead agency will implement IFS under their Joint-Base designation with volume numbers for individual installations following the IFS Development Tool template. For example, for Joint Base Langley-Eustis, provide: Vol. 1 Langley AFB and Vol. 2 Fort Eustis.

Installations outside the United States: Per UFC 1-200-01 DOD BUILDING CODE, 8 Oct 2019, "All construction outside of the United States is also governed by Status of Forces Agreements (SOFA), Host Nation Funded Construction Agreements (HNFA), and in some instances, Bilateral Infrastructure Agreements (BIA). Therefore, the acquisition team must ensure compliance with the most stringent of the UFC, the SOFA, the HNFA, and the BIA, as applicable." List applicable agreements in Appendix G of the IFS.
